New rules - from the XXIII edition
1. League only for 64 - the best JCER chess engines
2. GUI - only Fritz 15
3. Winboard engines run with Wb2Uci
4. Temp - 3' + 3"
5. Four leagues (Super League, 1 League, 2 League, 3 League) and a Swiss Tournament for the rest of the engines.

 * - after the victory of the free Stockfish engine from Komodo and Houdini, commercial engines will not be promoted
