Chess engine: Roc TCEC19 (derived from Gull)

Roc is a new chess engine, derived from Gull 3.

Use Roc_TCEC19_1.exe for most chipsets. 
Use HNI version only if you are certain you have intrinsic popcnt. Roc_TCEC19_4.exe extends the limit from 32 to 64 threads. Roc_TCEC19_5.exe extends the limit in code to 256 threads, but this is an illusion: Roc cannot use that many threads.
