New chess engine: Bobbulus 1

The first release of Bobbulus, a (currently) extremely simple chess engine. Bobbulus is Universal Chess Interface (UCI) compliant, and can run on common GUIs such as Arena and cutechess.

Bobbulus 1 always plays a random move.
