New chess engine: Bobbulus 2

The first release of Bobbulus, a (currently) extremely simple chess engine. Bobbulus is Universal Chess Interface (UCI) compliant, and can run on common GUIs such as Arena and cutechess.

v.2:
v2.0.0 fixes an issue with piece evaluation in v1.0.0, and also improves the move decision algorithm to choose moves based on 2-ply evaluation.
