UCI chess engine: Plazma-Chess

Plazma Chess Engine, this is a basic chess engine based off of the [python-chess]
The engine comes with a client which supports multiplayer, singleplayer and bot chess matche.
This allows you to generate moves with more speciallity and presicion.

This is the first version of the engine, so it does not yet have a CEDR ranking rating. First tests coming soon.
