Saturn - UCI chess enegine

v.1.3:
STC tests suggest the expected CCRL 40/15 elo of about 3360
Much smaller net for sick nps gains: (4x768->512)x2 -> 1
Search tweaks and parameter tuning
Compressed net weights embedded in the exe
A bit of refactoring and bug fixing (self play is still bugged though)
Score of saturn1.3-AVX2 vs saturn1.2-AVX2: 150 - 16 - 65  [0.790] 231
...      saturn1.3-AVX2 playing White: 98 - 3 - 15  [0.909] 116
...      saturn1.3-AVX2 playing Black: 52 - 13 - 50  [0.670] 115
...      White vs Black: 111 - 55 - 65  [0.621] 231
