Tcheran 11.0 what's new?

SPSA tune - 938 iters at 20.0+0.20 (24.36 +- 8.47)
Network #15, same as 14 with an additional ~416M 20ksn positions (19.22 +- 7.60)
SPSA tune - 3580 iters at 20.0+0.20 (16.55 +- 7.10)
SPSA tune (1560 iters at 20.0+0.20) (7.87 +- 4.67)
Exclude pinned pieces in SEE (7.58 +- 4.67)
