Scarlet 1.0 - new chess engine

Scarlet is an open source chess engine that implements most of the UCI protocol. The engine includes an efficient bitboard representation of the gamestate based on the pext and pdep instructions, meaning that zen2 is unsupported.
Strength
Scarlet is not currently tested on any rating lists, but it is estimated to be +90.4 +/- 14.1 against stashv20, which should translate to roughly 2600 CCRL Blitz.
