Thrawn 3.1 what's new?

v3.1 achieved significantly greater performance than v3.0 from optimizations made in #16 and #18.
TLDR: low level code optimizations reducing nodes searched by 50% and performance improvements to a new nnue architecture.

v3.1 is estimated to be ~3400 Elo

NNUE file must be placed in the same directory of the executable or the engine will fallback to using HCE for evaluation
