Schneckbert 2.0 - new version UCI chess engine

Author: "I am releasing the first Version of Schneckbert in order to take part in the CCRL. There are no specific goals met, i just decided that i wanted to release Schneckbert.
The executables are self-contianed and do not require a .NET runtime on your device.
Thanks to jw1912 for providing the bullet NNUE trainer (https://github.com/jw1912/bullet) which i used to train the Net Schneckbert v1.0 uses.

v.2.0:
Schneckbert 2.0 is here! There is no particular reason to release a new version of Schneckbert, except that it is now much stronger than v1.0.
Sadly, Schneckbert currently explicitly and only uses avx2 in its inference, so this is the only version available right now.
Using a balanced book and stc=8+0.08 & ltc=40+0.4, the following results estimate Schneckbert 2.0's strength to be around the 3300 ccrl mark.
Schneckbert v1.0: +194 stc +241 ltc
yukari_4.3.25_avx2: -38 stc -15 ltc
stash 36: -45 stc -8 ltc
